2003年，招商局检测车辆技术研究院有限公司（以下简称招商车研）由招商局集团和重庆市政府整合相关资源组建而成，现隶属于招商局检测技术控股有限公司（以下简称招商检测），招商检测是招商局集团“十四五”期间重点培育的战略新兴产业单元，是一家集“标准-计量-检测-认证”产业链一体化的综合性检验检测技术服务企业。招商车研是国家火炬计划重点高新技术企业、重庆市创新型企业，获工业和信息化部、交通运输部、生态环境部、市场监管总局等行业主管部门授权和认可，主要从事汽摩产品公告、CCC、道路运输车辆达标车型、环保型式认证等法规检测，研发验证、供应商检测、进口商检、出口认证、标准制修订、技术咨询等工作；同时，获中国船级社认可，具备了船用产品的检测认证资质。招商车研建有汽车、摩托车、智能网联汽车3个“国家质检中心”，在新能源、智能网联汽车等领域拥有8个省部级科技平台和2个省部级科普基地。同时，立足重庆、辐射西南、放眼全国，设有华东、华南、华北分支机构，黑河寒区试验基地，重庆渝欧、大连渝海、深圳渝鹏控股子公司，服务全国1000余家企业客户。

In 2003, China Merchants Testing Vehicle Technology Research Institute Co., Ltd. (CMVR) was established by China Merchants Group and Chongqing Municipal Government through integration of relevant resources. CMVR belongs to China Merchants Testing Technology Holding Co., Ltd. (CMTT) which is a strategic emerging industry unit that China Merchants Group focuses on its development during the "14th Five-Year Plan" period. CMTT is a comprehensive inspection and testing technology service enterprise integrating the industrial chain of "standards, metering, testing and certification". As one of the Key Hi-tech Enterprises of National Torch Program and innovation-oriented enterprises in Chongqing, CMVR has been authorized and recognized by competent authorities of the industry (including the Ministry of Industry and Information Technology, the Ministry of Transport, the Ministry of Ecology and Environment of the People’s Republic of China and the State Administration for Market Regulation) to mainly engage in emission regulation inspection of automobile and motorcycle product announcement, CCC, road transport vehicles meeting the emission standards and type approval of environmental protection, as well as R&D verification, supplier testing, import commodity inspection, export certification, standard formation and revision and technical consultation. Meanwhile, CMVR has been approved by China Classification Society, obtaining the qualifications for testing and certification of marine products. With 3 "national quality inspection centers" for automobiles, motorcycles and intelligent connected vehicles, CMVR also has 8 provincial and ministerial technological platforms and 2 provincial and ministerial science popularization bases in new-energy vehicles and intelligent connected vehicles. At the same time, CMVR, based in Chongqing, covers the southwestern China and aims to have a presence in the whole Chinese market. With branches in Eastern China, Southern China and Northern China, it boasts Heihe Cold Region Test Base and holding subsidiaries including Chongqing Yuou, Dalian Yuhai and Shenzhen Yupeng, serving more than 1,000 enterprise customers nationwide.
